🚨 J&K Domicile Verification Crisis – Thousands of Futures & Jobs at Stake!

For the past few years, Jammu & Kashmir domicile certificates were being issued online through the official portal jk.gov.in. Lakhs of applicants successfully applied and received their domicile certificates from this platform.

However, in the last two months, the process has been shifted to the new Jan Sugam portal

While the move to a new portal is understandable in terms of modernization and integration, the biggest problem lies in what has been left behind:

👉 The old portal (jk.gov.in) is now completely inaccessible.
👉 Applicants cannot apply there anymore.
👉 Officials too have no access to the earlier database of issued domicile certificates.


❗ The Catch – A Serious Roadblock

Whenever selected candidates for jobs, recruitments, or admissions present their domicile certificates (issued earlier on jk.gov.in), the verification request goes to the concerned Tehsildar offices.

But here’s the problem:

  • Tehsildars are unable to verify the authenticity of those certificates.

  • The verification link to the old portal is dead.

  • As a result, verification is left hanging.


⚠️ Why This Matters More Now?

This issue is no longer just about documents—it’s about careers and livelihoods:

✔️ Selected candidates in government jobs cannot get their domicile verified.

✔️ Their joining process is delayed, and in some cases, job offers are hanging.
✔️ Even those who have joined are facing salary delays because their verification is incomplete.

✔️ Recruitment Boards and Departments are stuck in a technical loop, while deserving youth are suffering.

Simply put: youth are at risk of losing jobs, admissions, and timely salaries – through no fault of their own.


🙏 Our Appeal to the Government

The solution is simple but urgent:

✔️ Restore access to old records on jk.gov.in for Tehsildars and verification authorities.
✔️ Or, integrate the old database into the Jan Sugam portal, so that all domicile records (past + present) can be accessed seamlessly.
✔️ Issue an official clarification/circular ensuring that no candidate loses selection, admission, or salary due to portal migration.


🌐 Citizens Need Digital Continuity

Digital governance is a welcome step, but when portals change, continuity of data access is non-negotiable. Citizens should never have to pay the price of administrative transitions.

We urge the UT Government of J&K to act immediately.
The career, education, and livelihood of thousands of genuine applicants are hanging in the balance.
